Why, in movies, in shootouts where the people are wearing bullet vests, the ignorant shooters still shoot at them in the chest or back, when a clean headshot or even a shot in the kneecap would obviously get the job done?

You are dead right. I am the person in the theater (or theatre) screaming, "Shoot him in the f*cking head you a$$hole!"
Right there with you. It would bring an end to all the needless violence if they would just shoot their kneecaps off, but no, they insist on shooting them in the bullet proof vests.

I have actually given this some thought. And wondered why anyone thinks they're safe because they're wearing a bullet proof vest. And then I hit the big wall of DUH.
